摘要
利用层次分析法对某高效节水灌溉项目区的后评价采用成功度法进行综合评价。建立了由农业经济评价、节水减排评价、运行机制评价3个一级指标、9个二级指标、36个三级指标的评价指标体系,并应用于某实际工程项目区,该项目的综合评价得分为80. 63分,成功级别为AA级,评价结果与项目区实际情况相符。该评价方法在高效节水灌溉项目区后评价中的应用效果良好,可为决策者提供科学依据。
The Analytic Hierarchy Process( AHP) and the success degree method are used to evaluate the post-evaluation of a high-efficiency water-saving irrigation project area in this paper. An evaluation index system consisting of 3 first-level indicators,9 second-level indicators and36 third-level indicators is advised. The first-level indicators include the agricultural economic evaluation,the water saving and emission reduction evaluation and the operation mechanism evaluation. And it is applied to a practical engineering project area. The comprehensive evaluation score of the project is 80. 63,and the success level is AA. The evaluation results are consistent with the actual situation of the project area. The application effect of this evaluation method in post-evaluation of high-efficiency water-saving irrigation project area is good. And it can provide scientific basis for decision makers.
