工业节能监察助力工业企业绿色发展

Industrial Energy Conservation Monitoring Helps Green Development of Industrial Enterprises

“十二五”以来,为适应日益发展的节能减排工作需要,全国节能中心(节能监察)队伍迅速发展壮大。目前已形成覆盖省、市、县三级的节能监察工作体系,从业人员16000余人。在党中央和地方政府的领导下,各级节能监察机构协助本地区节能主管部门,陆续开展了淘汰落后产能、淘汰落后机电设备、电解铝、水泥行业阶梯电价政策执行以及高耗能落后燃煤工业锅炉淘汰专项节能监察等项工作,对有效遏制违法用能行为,营造公平竞争市场环境,提升能源利用效率、提高能源管理水平,推动工业节能与绿色发展发挥了重要作用。

Since the“Twelfth Five-Year Plan”,in order to meet the needs of the growing energy-saving and emission-reducing cause,the National Energy-Saving Center team(Energy-Saving Supervision)has grown rapidly.At present,it has formed an energy-saving supervision system covering the provincial,city and county levels,with more than 16,000 employees.Under the leadership of the Party Central Committee and local governments,energy conservation supervision agencies at all levels assist the energy conservation authorities in the region to successively implement the elimination of backward production capacity,backward mechanical and electrical equipment,the implementation of the ladder price policy for electrolytic aluminum and cement industries,and special energy conservation monitoring task of the elimination of high energy-consuming backward coal-fired industrial boilers,which have played an important role in effectively curbing illegal energy use,creating a fair competitive market environment,improving energy efficiency,improving energy management,and promoting industrial energy conservation and green development.
