基层应急监管体制和运行机制实例分析

Instance Analysis of Grass-roots Emergency Supervision System and Operation Mechanism

为了研究基层应急监管体制和运行机制,通过对深圳市龙岗区基层应急监管部门进行现场实际调研,重点分析其在安全监管方面采取的有效做法和存在问题。针对安全监管巡查员制度缺陷、现行安全监管制度不完善和执法检查装备不足等问题,提出从安全监管巡查员队伍建设、监管执法机制、应急管理制度建设和基层执法条件四个方面来解决现有问题。

In order to study the grass-roots emergency supervision system and operation mechanism,this paper conducts a field investigation on the grass-roots emergency supervision department in Longgang district of Shenzhen,focusing on the analysis of its effective practices and existing shortcomings in safety supervision.In view of the defects of the safety supervision inspector system,the imperfection of the current safety supervision system and the insufficiency of the law enforcement inspection equipment,this paper proposes to solve the existing problems from four aspects:the construction of the safety supervision inspector team,the supervision and law enforcement mechanism,the construction of the emergency management system and the grass-roots law enforcement conditions.
