信访法治化背景下化解矛盾在基层的思考

Reflection on Resolving Contradictions at Basic Level Under Background of Legalization on Letters and Visits

十八届四中全会后,信访法治工作拉开帷幕,化解矛盾在基层成为信访法治工作的首要目标。为正确引导和推进有序信访活动,分析我国社会矛盾纠纷上移的原因,提出增强公众依法信访的意识、加强基层信访力量、明确信访工作机构职能等信访法治化背景下化解矛盾在基层的路径,以保护人民群众根本利益为出发点,推进信访立法工作,健全完善信访工作体制机制,确保化解矛盾在基层目标的最终实现。

After the Fourth Plenary Session of the 18th CPC Central Committee,the legal work of letters and visits started,and resolving contradictions at the basic level has become the primary goal of the legal work of letters and visits.In order to correctly guide and promote ordered letters and visits,this paper analyzes the reasons of social contradictions and disputes moving up in our country,puts forward the ways to resolve the contradictions at the basic level under the background of legalization on letters and visits,such as enhancing the public's legal sense,strengthening the power of letters and visits at the basic level,and clarifying the functions of letters and visits agencies,which take the protection of the fundamental interests of the people as the starting point,to promote the legislative work of letters and visits,improve letters and visits system,and ensure that the ultimate goal of resolving contradictions at the basic level is achieved.
