江苏城乡绿道网络系统运营保障机制研究

Operation and Guarantee Mechanism of Urban-Rural Greenway Network System in Jiangsu Province

城乡绿道网络具有良好的生态、经济、社会效益,国外城乡绿道网络规划、建设、管理经过多年的理论研究与探索,积累了丰富的经验。国内城乡绿道网络建设是近几年刚出现的新鲜事物,运营管理模式还在摸索中,保障机制还没有建立。江苏城乡绿道网络系统是响应党的号召,实现城乡一体化和建设"富强美高江苏"的具体实践。当前,江苏正准备结合《江苏省城乡空间特色战略规划》开展省绿道网络总体规划建设,此时借鉴国内外经验研究江苏城乡绿道网络保障机制,未雨绸缪,意义重大。笔者在对绿道与城乡绿道网络两个概念与发展脉络进行详细的梳理,并对江苏绿道网络发展概况及其特征进行总结的基础上,探析了江苏城乡绿道网络运营管理模式和管理组织框架。在借鉴国内外经验的基础上,从资金投入保障、法律制度保障、公众参与保障、动态监测保障、媒体的宣传与监督保障五个方面对江苏城乡绿道网络运营保障机制进行了相关论述。

Urban-rural greenway network has ecological, economic and social benefits. Overseas urban-rural greenway network planning, construction and management have been studied and explored for many years, and have accumulated rich experiences. The construction of urban-rural greenway network is new in China in recent years. The operation and management mode is still being explored, and the guarantee mechanism has not yet been established. The urban-rural greenway network system in Jiangsu is the specific practice of realizing the urban-rural integration and the construction of"prosperous, strong and beautiful Jiangsu". At present, Jiangsu is preparing to carry out the overall planning and construction of provincial greenway network in combination with Jiangsu Provinces Strategic Plan for Urban and Rural Spatial Characteristics. It is now of great significance to study Jiangsu’s urban-rural greenway network guarantee mechanism by drawing lessons from domestic and foreign experiences. Firstly, this paper reviews the concepts and development of greenway and urban-rural greenway network in detail, then summarizes the general situation and characteristics of Jiangsu greenway network development, then explores the operation and management mode and management organization framework of Jiangsu urban-rural greenway network, and finally draws lessons from domestic and foreign experiences. The author expounds on operation and guarantee mechanism of Jiangsu urban-rural greenway network system from such aspects as capital investment, legal system, public participation, dynamic monitoring, media and supervision.
