当前国内外矿业地勘市场格局发生了新的变化,除了国家大宗矿产及战略资源地勘投入相对平稳外,整体地质勘查市场处于萎缩状态。中国煤炭地质总局审时度势,积极响应十九大有关生态文明建设的治国方略,适时提出了构建"透明地球"、"数字地球"和"美丽地球"新时代地勘发展理念和战略愿景。"透明地球"、"数字地球"和"美丽地球"三者有机统一、相互关联、互为支撑。建设"三个地球",将有效促进地勘企业供给侧改革,引领煤炭(田)、化工地质行业乃至地勘行业进一步转型升级,推动地质勘查工作由单一矿产资源勘查向资源、环境、空间、灾害多要素综合调查转变。"三个地球"的战略愿景符合地勘工作未来发展方向,对国家生态建设具有积极意义。构建"三个地球"应发挥总局科技创新优势,积极探索地勘新理论、新技术和新方法,努力在深地空探测技术、环境监测技术、地灾防治技术、生态修复技术、数据处理技术、三维建模技术、地理信息技术、互联网+地质技术等重大发展方向上实现突破。
