中国特色大科学工程全生命周期管理模式构建研究 被引量:5

摘要 科技创新是国家的长远发展战略,大科学工程的成功开展则是增强国家创新能力和国际竞争力的重要途径。有效创新管理模式是大科学工程良好运行与目标达成的根本保证。基于全生命周期管理理论,本文探求有效地协调运用好各方资源,并结合其性质和特征构建中国特色的大科学工程管理模式:遵循中国大科学工程高度集体协作和系统化管理"三步棋"思想,继承我国"行政"+"技术"两条线管理模式,根据大科学工程特点及其全生命周期的管理需求,通过研究把大科学工程生命周期划分为顶层设计、预先研究、项目评审、实施管理、项目验收、成果转化、项目后评价等七个阶段,并由此总结出各阶段的设计结果。 Scientific and technological innovation is a long-term national development strategy,and the successful development of large scientific projects is an important way to enhance national innovation ability and international competitiveness.Effective innovation management mode is the fundamental guarantee for the good operation and goal achievement of large scientific projects.Based on the theory of life cycle management,this paper explores the effective coordination and utilization of the resources of all parties.Combined with the nature and characteristics,it constructs the management mode of large scientific engineering with Chinese characteristics:following the idea of "three-step chess" of collective cooperation and systematic management of large scientific engineering in China,On the basis of inheriting the management mode of the two command lines of "administration" and "technology" in our country,and according to the characteristics of large scientific engineering and the management requirements of the whole life cycle,then this paper divides the life cycle of large scientific engineering into seven stages:top-level design,pre-research,project evaluation,implementation management,project acceptance,achievement transformation,project post-evaluation,etc.,and the design results of each stage are discussed and summarized.
