实施乡村振兴战略背景下解决吉林省“三农”问题的路径探析

实施乡村振兴战略是新时代"三农"工作的总抓手。当前,作为农业大省的吉林省在解决"三农"问题进程中尚面临产业结构不合理、农民增收难,资金匮乏、无力支撑现代农业农村发展,农村劳动力结构失衡、总体素质低下,农业科技创新不足、贡献率低等诸多困境。应抓住实施乡村振兴战略这一契机,从优化产业结构、创新投融资机制、加强"三农"工作队伍建设、推进农业科技体制创新、多措并举打赢脱贫攻坚战等方面入手,加快补上"三农"这块全面建成小康社会的短板,彻底解决农村产业和农民就业问题,确保当地群众长期稳定增收、安居乐业,最终实现农业兴、农村美、农民富的美好愿景。

Implement the strategy of rejuvenating the country is the important means to solve the problem of agriculture,rural areas and farmers in our country at present.As a big agricultural province of Jilin province agricultural structure is not optimal,rural development lags behind,the farmers’ income is slow.It is the key battleground to implement the strategy of rejuvenating the country.Firstly,this paper analyzes to create new policy opportunities to solve the problems of agriculture,rural areas and farmers,provide new ideas to solve the problem of increasing farmers’ income,and provide new driving forces for the adjustment of rural industrial structure by the implementation of rural revitalization strategy in Jilin province.Secondly,On the basis of further analysis of Jilin province in the process of implement the strategy of rejuvenating the country faces a major problem,mainly includes the unreasonable industrial structure,increasing farmers’ income is difficult. Lacking of funding to support the development of modern agriculture and rural areas.Imbalance in the structure of rural labor force,overall quality is low.Lack of agricultural science and technology innovation,contribution rate is low.Thirdly,suggestions are put forward to improve the industrial structure,innovate the investment and financing mechanism,strengthen the construction of the working team of agriculture,rural areas and farmers,promote the innovation of agricultural science and technology system,and take multiple measures to win the battle against poverty.
