党建引领下的基层治理智能化精细化研究

党建引领是中国特色社会主义社会治理事业的鲜明特征和最大优势。新时代我国基层治理迎来了智能化精细化发展的新阶段。随着经济社会快速发展和信息科技日新月异,基层治理也面临理念落后、体系松散、机制僵化、设施陈旧、环境多变、政府包揽等诸多问题。可能的路径是正视和分析存在的问题,以基层党建为“定向仪”和“推进器”,充分发挥党建引领功能,遵循价值性、法治性、系统性、渐进性等原则,深入融合信息智能技术,推进基层治理理念意识、体系格局、机制体制、环境技术、行动规范等由“传统粗放管理”向“现代精细治理”转换,构建新时代智能化、精细化基层治理共建共治共享新格局。

The leading role of Party building is a distinctive feature and the biggest advantage of the socialist cause of social governance with Chinese characteristics.In the new era,China's community-level governance has ushered in a new stage of intelligent and refined development.With the rapid social and economic development and the advancing information technology the lower-level governance are also faced with many problems such as outdated concepts,loose systems,rigid mechanisms,backward facilities,changeable environment and government's dominance.Plausible paths are to face up to and analyze the existing problems;take the primary-level Party building as the"directional finder"and"propeller";give full play to the leading role of Party leading;adhere to the principles of value,rule of law overall planning and gradual progress;further integrate with the information intelligent technology;and promote a shift of the governance's concept,pattern,mechanism,environmental technology and operation specification away from"traditional extensive management"towards"modern fine governance",so as to create a new pattern of joint efforts,co-working and sharing for the intelligent and refined primary-level governance in the new era.
