澳大利亚安全生产状况持续改进,源于其在矿山职业安全与健康监察方面构建了全新的法律体系及配套的监管制度框架,且一直致力于执法方式的革新,包括建立基于风险评估与风险管理为核心的法律制度,赋予矿山安全监察员更为广泛的行政职权,积极推进矿山职业安全与健康监察由规制性向自我管理转变,这些经验值得我国在推进矿山安全生产改革中借鉴。

Australia owes its continuous improvement of production safety to the establishment of a new legal system and its corresponding regulatory framework in mine occupational safety and health supervision,and that the situation continues to improve also because Australia has been committed to the innovation of law enforcement methods,including the establishment of a legal mechanism centered on risk assessment and risk management,which gives the mine safety supervisor more extensive administrative authority and facilitates the transformation of mine occupational safety and health supervision from a regulative one to a self-management one.China could learn from Australia's practice and experience to better its own reform of mine safety production.
