Starting from the analysis of the factors affecting the investment of refining and chemical projects,this paper expounds the necessity and main ways of reasonable control of investment,analyzes the harm of over-control of investment,puts forward the evasive measures and solutions to the insufficient investment quota,and points out that the investment control should properly distinguish priorities based on actual project conditions,and set a reasonable and feasible investment quota to guarantee the smooth completion and operation of the project.
