虞集京东水利营田建议考辨

An Analysis on Yu Ji’s Proposal about Water Conservancy and Farmland Irrigation in the Area East of the Capital

元朝泰定年间,虞集提出在京师以东地区开展水利营田活动的建议,开启了元明清时期京师与周边区域协同发展的先河。通过考察,京东水利营田建议的提出时间处于泰定四年五月下旬至七月二日之间。元朝特殊的经筵制度决定了此议在形式上是虞集与蒙古人阿鲁威共同向皇帝所上。此议由于遭到反对而没有施行,反对者较有可能是时任中书右丞的许师敬。

At the time of Taiding in the Yuan dynasty, Yu Ji offered a proposal to develop water conservancy and farmland irrigation systems in the area east of the Capital. His proposal initiated the coordination of agricultural development between the Capital and its neighboring areas in the Yuan, Ming and Qing dynasties. Research findings reveal that the proposal was raised between later May and July 2 nd in the fourth year of Taiding. The special imperial education system in the Yuan dynasty made Yu Ji propose his plan to the Emperor together with Aluwei, a Mongolian intellectual. His proposal encountered opposition and was never implemented. The opposition may have come from Xu Shijing who served as Zhong Shu You Cheng, one of the chief prime ministers at that time.
