区域生态公共产品供给之地方政府合作的应然、实然及其转化——以洞庭湖生态经济区为例

The Necessity, Reality and Transformation of Local Government Cooperation on the Supply of Regional Ecological Public Goods

生态环境资源是公共产品,生态公共产品的区域性整体性特征决定了区域生态公共产品应由地方政府合作供给。区域地方政府间、上下级政府间、同一政府各部门间缺乏合作的行政区供给生态公共产品模式,使区域生态公共产品供给严重不足。因此,必须加快构建地方政府合作机制,以实现区域生态公共产品的高效供给,包括搭建合作平台、制订合作计划和合作原则、完善合作运行机制、改革合作监督机制等。

Eco-environmental resources are public goods. Ecological public goods with the characteristic of region and wholeness, it makes that regional ecological public goods should be supplied by local governments in cooperation. Because of lack cooperation among local governments, between higher and lower levels of government, and among the various branches of the same government, the supply model by administrative district makes a severe shortage of supplies on regional ecological public goods. So, in order to achieve efficient supply on regional ecological public goods, the development of local government cooperation mechanisms must be accelerated, including setting up cooperation platforms, formulating cooperation plans and principles, improving cooperation operation mechanisms, and reforming cooperation oversight mechanisms.
