摘要
美好生活是什么、如何满足美好生活需要是新时代中国的公共政策研究必须回答的问题。由于兼顾了效率和正义的考量,福利经济学中的能力方法可以为理解美好生活提供更多的启示。近年来能力方法在理论上取得了新的进展,初步解决了人际异质性问题,但尚不能有效回应自由选择问题。能力方法对于满足美好生活需要的启示是:只有当经济发展遵循着社会中绝大多数人共同接受的“分配正义”原则时,一个社会才有可能跳出效率与平等二元对立的陷阱。
What is better life and how to satisfy,it is an important issue to every researcher in the field of public policy in China.For considering both efficiency and justice,capability approach of welfare economics can provide more enlightenment on understanding better life.In recent years,capability approach has new progress on the dimension of theory.It has resolved the problem of heterogeneity between individuals basically,but it still can not response the problem of free choice.The enlightenment that capability approach can give us is:only when economic growth is consistent with a kind of unanimous principle of‘distributive justice’,a society has the chance to avoid the trap of conflict between efficiency and equality.
