Model Innovation of Multi-central Collaborative Governance in New Employment Pattern

新就业形态作为建立在互联网等新一轮信息技术革命和数字经济等产业革命基础上的新领域就业,对优化就业资源配置、增加社会就业、促进大众创业万众创新具有重要作用。但其暴露出来的问题也与日俱增。基于协同视角,从逻辑生成、系统耦合与模式创新层面全面剖析新就业形态的多中心协同治理,深度解读共同基础与创新诉求,研究新就业形态的政府治理、行业治理、社会治理等范式的转变,主张发展“政府服务、市场主导、社会倡导”多中心协同治理体系,以期构建新就业形态高质量发展的创新模式。

The new employment pattern is a new field of employment based on the new information technology revolution such as the Internet and the industrial revolution such as the digital economy.It plays an important role in optimizing the allocation of employment resources,increasing social employment and promoting the innovation of mass entrepreneurship.But the problems exposed are also increasing day by day.Based on the perspective of synergy,this study comprehensively analyses the multi-central synergetic governance of new employment form from the aspects of logic generation,system coupling and model innovation,deeply interprets the common foundation and innovation demand,studies the transformation of government governance,industry governance and social governance paradigms of new employment form,and constructs a pattern of“government serving,market leading,society advocating”.The multi-central collaborative governance system aims to promote a new pattern of the high-quality development of new employment forms.
