唯物史观视阈下促进共享发展理念实现的制度理路

The Institutional Way to Promote the Realization of the Shareable Development Concept from the Perspective of Historical Materialism

党的十八届五中全会提出共享发展理念,它包含“共享”和“发展”两个方面,强调在共建过程中由人民共享发展成果,这是破解新时代发展不平衡不充分矛盾的“一剂良药”。要实现共享发展理念,要以社会主义制度为根本遵循,在对资本主义私有制虚假共享的批判中坚持只有生产资料公有制才能真正保证发展的成果由人民共享;要坚持初级阶段基本经济制度,创新分配制度,既要坚持在公有制体制内实行按劳分配方式,又要通过提高劳动人民在生产中的地位来提高初次分配的比重,还要通过再分配机制来调节收入,以形成合理的收入分配秩序。

With the development of China's economy and society,how to deal with distribution has become an important part of the Party work.In the Fifth Plenary Session of the 18th CPC Central Committee it has put forward the concept of shareable development,which includes two aspects of“sharing”and“development”.It emphasizes that the people share the development achievements in the process of co-construction,which is a“good medicine”to solve the imbalance and inadequate contradiction of development in the new era.In order to realize the concept of shareable development,we should take the socialist system as the fundamental principle,adhere to the principle that only the public ownership of production means can truly ensure that the fruits of development are shared by the people in the criticism of the false sharing of capitalist private ownership.We should adhere to the basic economic system in the primary stage and innovate the distribution system that according to work in the public ownership system,the proportion of the initial distribution by improving the position of the working people in production,and the redistribution mechanism to form a reasonable income distribution order.
