Enhancing the Competitiveness of Foreign Trade Based on Industrial Cooperation and Security

长期以来,发展外贸主要是为了追求出口创汇、扩大出口规模。发展外贸的路径主要体现在促进产品出口环节,往往采取低价销售的策略,有些商品换汇成本非常高,极易导致贸易摩擦,造成资源浪费等。随着经济发展阶段的变化,这种战略的边际成本愈来愈高,出口后劲明显不足。因此,建设贸易强国,基于产业安全要求,要从外需和扩大内需两个维度,嵌入总需求的变化要求;建立自主可控的产业体系,促进外资产业本土化和本土企业国际化;系统推进营销网络、品牌与物流国际化,大力发展一般贸易;强化与“一带一路”国家的产能合作,注重发挥投资贸易工程的互补效应,促进市场多元化。总之,要把增强产业的核心竞争能力作为基础,从根本上增强我国的外贸竞争力。

For a long time,the main purpose of developing foreign trade is to earn foreign exchange and expand export scale.The main method to develop foreign trade is to promote the export of products,which often adopts the strategy of low-price.Some commodities have high exchange costs,which can easily lead to trade frictions and resources waste.With the change of economic development stage,the marginal cost of this strategy is getting higher and higher,and the stamina of export is obviously insufficient.Therefore,in order to build a strong trading country,based on the requirements of industrial security,we should embed the changes in aggregate demand from the two dimensions of external demand and expanding domestic demand;establish an independent and controllable industrial system to promote the localization of foreign industry and the internationalization of local enterprises;systematically promote the internationalization of marketing network,brand and logistics,and vigorously develop the general trade;strengthen cooperation with the“one belt and one way”countries,emphasis on giving full play to the complementary effects of investment trade projects,and promote market diversification.In a word,we should strengthen the core competitiveness of the industry as a basis to enhance China's foreign trade competitiveness fundamentally.
