高校科研经费投入使用绩效问题研究

Research on the Performance of the Use of Scientific Research Funds in Colleges and Universities

科研经费是科研活动的支持条件,对于财政性项目经费和委托或合作单位资助的以高校为载体的科研经费,投入有其预期目标,绩效评价将推动经费使用预期目标的实现。文章以青海高校为研究对象,采用文献研读法依据系列指导性文件借鉴相关研究成果从财务视角分析科研经费投入使用绩效的现状和问题。依托理论以案例分析法解析影响绩效的矛盾,从绩效评价指标角度提出政策建议,调动研究者的积极性,提高师生科研能力和水平,团结研究团队。以加强和规范科研经费管理,达到提高绩效的目标,最终促进预期目标的实现。

Research funding is the supporting condition for scientific research activities.For the financial project funds and the research funding funded by the entrusted or cooperative units,the investment has the expected goals,and the performance evaluation will promote the realization of the expected use of funds.The article takes Qinghai University as the research object,and uses literature research method to analyze the status quo and problems of research funding input performance from the perspective of financial research based on the series of guiding documents.Relying on the theory to analyze the contradictions affecting performance by case analysis,propose policy recommendations from the perspective of performance evaluation indicators,mobilize the enthusiasm of researchers,improve the research ability and level of teachers and students,and consolidate the research team.In order to strengthen and standardize the management of scientific research funds,achieve the goal of improving performance,and ultimately promote the realization of the expected goals.
