Construction of the Immigration Governance System in the New Era

我国移民管理从新中国成立之初的严管政策,到改革开放时期的移民开放政策,再到成立移民局,初步解决了我国移民管理存在的问题,但仍然存在移民管理法律法规不健全、难民潮的潜在威胁、技术人才流失等问题,因此采取完善我国的移民管理法律体系、妥善应对可能爆发的难民潮、实施技术移民政策吸引人才等措施,才能真正实现构建移民治理体系的目的。

China's immigration management,which has run through the strict control policies at the beginning of the foundation of PRC,the opening-up policies during the reform and opening up period,and the establishment of the immigration bureau,solved many problems in China's immigration management.However,there are still some problems such as the imperfect laws and regulations on immigration management,the potential threat of refugee flows,and the loss of skilled talents.Therefore,in order for us to truly achieve the purpose of constructing an effective immigration management system,we have to improve China's immigration management legal system,properly cope with the possible outbreak of refugee waves,implement skilled immigration policies to attract talents and so on.
