期望管理范式下特大安全事故行政问责研究

Research on Administrative Accountability of Extraordinary Safety Accidents under Expectation Management Paradigm

在期望理论范式下,本文构建了我国安全事故行政问责实证分析模型。本文以安全生产网等媒体报道的2000—2016年间一些特大生产安全事故案例作为研究对象,运用SPSS18.0软件分别进行内部期望和外部期望分析,以检验我国行政问责中是否遵循了内部一致性和外部回应性的原则。研究发现,在行政问责中,低层级官员相对于高层领导更容易被问责,处级以上被问责人数与媒体关注度有极强相关性。从中得出的结论是:安全事故行政问责内部期望没有得到满足,行政问责外部期望虽然得到部分满足,但问责的公平性却受到质疑。因此我国特大安全事故行政问责应当强化权责一致和过责相当原则的遵守、重视行政检讨以提高问责回应主动性、加强期望管理以提高行政问责的民主性和广泛性。

This paper constructs an empirical analysis model of administrative accountability for safety accidents in China under the expectation theory paradigm.This paper takes some cases of major production safety accidents reported by the safety production network and other media from 2000 to 2016 as the research object and uses spss18 software to analyze internal and external expectations respectively to test whether China’s administrative accountability follows the principles of internal consistency and external responsiveness.The study finds that in administrative accountability,low-level officials are significantly easier to be accountable than high-level officials.There is a strong correlation between the number of the high-level accountable officials and media attention.The conclusion is that the internal expectations of administrative accountability for safety accidents have not been met,while the external expectations of administrative accountability are partially met,but the fairness of accountability is questioned.Therefore,China’s administrative accountability for major safety accidents should strengthen the compliance of the principle of consistency of powers,responsibilities and excessive equivalence;pay attention to administrative review to improve the initiative of accountability response,strengthen expectation management and improve the democracy and extensiveness of administrative accountability.
