党的十八大以来,新时代的领路人习近平在治国理政的伟大实践中,从党和国家事业发展的角度全局谋划,坚持依规治党和依法治国有机统一,以正确的认识论和科学的方法论,从中国具体国情出发,创造性地提出了一系列全面依法治国新理念新思想新战略,系统回答了新时代中国特色社会主义法治建设的重大和根本性问题,形成了一个视野宏阔、意蕴深邃、理论完备、内涵丰富、逻辑严密的科学思想理论体系--习近平全面依法治国新理念新思想新战略,这是植根中国大地、符合中国实际、具有中国气派的科学理论,是马克思主义法学理论中国化的最新成果,具有鲜明的时代性、强烈的实践性、高远的战略性和严谨的科学性,为中国特色社会主义法治新时代提供了科学指引和根本遵循。本文置身全面依法治国的生动实践,以习近平关于全面依法治国的系列重要讲话、报告、著述、批示等文献和党中央关于全面推进依法治国的重大决策部署为依据,以法治中国建设的历史演进为脉络,运用文献分析、文本分析、实践分析和历史分析的研究方法,概述了习近平全面依法治国新理念新思想新战略的核心要义、基本特征及其重大理论创新。

Since 18 th CPC National Congress, Xi Jinping, the leader of the new era, has answered a series of important problems in the construction of socialist rule of law with Chinese characteristics through correct epistemology and scientific methodology. The Xi Jinping’s thought is broad, profound, complete, great and rigorous, and the socialist rule of law with Chinese characteristics in the new era of Xi Jinping is the latest achievement of the sinicization of Marxism. It is the scientific theory which is rooted in the land of China, in conformity with the Chinese reality and culture. With strong practicality and strategic arrangements, it provides scientific and basic guidance for the new era. This article is based on the vivid practice of governing the country in the new era, based on Xi Jinping’s series of important speeches, reports and writings on the construction of the rule of law in socialism with Chinese characteristics, and summarizes the core essentials and basic characteristics of Xi Jinping’s thought on the rule of law in the new era.
