构建和完善中国特色国家治理体系——以中国共产党的社会治理理论为视角

Constructing and Perfecting the National Governance System with Chinese Characteristics——From the Perspective of the Theory of Social Governance of the Communist Party of China

社会治理作为国家治理的重要内容,直接关涉到党在十九届四中全会上提出的"坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化的总体目标"的实现。本文以"中国共产党的社会治理理论"为研究视角,宏观论述了党不断创新社会治理理论的客观必要性。在此基础上,从社会治理理论所蕴含的治理理念、所倡导的治理方式及所追求的治理目标三个维度,探讨了党对社会治理理论的不断创新与升化,指出社会治理理论是党基于中国社会治理实践经验的智慧结晶,是新时代构建和完善中国特色国家治理体系的必然选择,是党对马克思主义国家和社会治理理论的丰富和创新性发展。

As an important part of national governance,social governance is directly related to the realization of the"overall goal of upholding and improving the socialist system with Chinese characteristics,promoting the modernization of national governance system and governance capacity"put forward by the party at the Fourth Plenary Session of the 19 th Central Committee.Therefore,from the perspective of"the theory of social governance of the Communist Party of China",this paper discusses the objective necessity of the party’s continuous innovation of the theory of social governance.On this basis,from the three dimensions of the theory of social governance,which contains the governance concept,the governance mode advocated and the governance goal pursued,this paper discusses the party’s continuous innovation and upgrading of the theory of social governance.It also points out that the theory of social governance is the wisdom crystallization of the party’s practical experience of social governance in China,the inevitable choice of constructing and improving the national governance system with Chinese characteristics in the new era,and the rich and innovative development of the party’s theory of Marxist National(Social)governance.
