摘要
TRIZ是广泛应用于工程技术领域的创新方法论,也适用于社会管理科学领域的问题分析研究,但是目前还有待推广应用。基于现代TRIZ剪裁原理,可以对事关深化机构改革的党和政府机构设置及其功能进行全面深入的分析评估,进而剪裁或化解机构重复、职能低下的部门,实现精兵简政,减员增效,优化机制。现代TRIZ剪裁法在信访机制改革中的应用,为丰富社会管理科学研究的方法论提供了示范案例。
TRIZ is an innovative methodology, which is widely used in engineering technology. It is also applicable to problem analysis in the field of social management science, but it still needs to be promoted and applied. Based on the modern TRIZ tailoring principle, it’s able to provide a comprehensive and indepth analysis and evaluation of the settings and functions of relevant reform government agencies, further tailoring or resolving the departments which are repeated organizations and low functions. The application of modern TRIZ tailoring method on the reform of visit and letter mechanism provides a model case to enrich the methodology of social management scientific research.
