倚重社会力量:香港少数族裔事务工作模式思考

Relying on Social Forces:A Reflection on the Working Model of Ethnic Minority Affairs in Hong Kong

摘要 作为承接与吸纳不少少数族裔的国际大都市,香港特别行政区以其微观的、具体的少数族裔事务实践为我们呈现出以服务为主的民族事务治理的不同场景,即充分发挥非政府主体在民族事务中的能动作用,通过政府引领、社会自主和自我服务等不同渠道在公共服务、语言培训、技能培训、卫生医疗、社会融入等诸多方面为少数族裔提供帮助和服务,体现出非政府主体的自主性、治理(服务)过程的参与性、治理(服务)目标的公益性和治理(服务)成果的进步性等特点,切实改善少数族裔的社会地位,提高少数族裔的生存技能,保障少数族裔的基本权利。 As an international metropolis that undertakes and absorbs many ethnic minorities, the Hong Kong Special Administrative Region(HKSAR) presents us with different ethnic affairs governance model of service-oriented with its microscopic and specific practices which giving full play to the role of Non-government subject forces to help ethnic minorities in various aspects such as public service, language training, skills training, health care, and social integration through different channels such as government leadership, social autonomy and self-service,reflecting the characteristics of the autonomy of social forces,the participation of governance(service) processes, the public welfare of governance(service)objectives, and the progress of governance(services). These measures effectively ameliorate the social status, improve the survival skills, and protect the basic rights of ethnic minorities.
