完善吉林省绿色制造法规与政府规划的对策建议

Suggestions on Improving Green Manufacturing Regulations and Government Planning in Jilin Province

绿色产业发展是改善吉林省生态环境、提高经济发展水平、维护社会稳定的重要保障,吉林省作为我国东北老工业基地之一,发展绿色制造业至关重要。近些年,吉林省在绿色制造方面取得较大进步,但在绿色制造法规、吉林省省政府规划方面仍需要改进,本文从确定地方性能耗限额及准入值,加强环保政策的强制性,提高绿色制造奖励额度等方面提出对策与建议,加强吉林省政府的规划和监督职能。

The development of green industry is an important guarantee to improve the ecological environment,improve the level of economic development and maintain social stability in Jilin Province. As one of the old industrial bases in northeast China, the development of green manufacturing industry in Jilin Province is of vital importance. In recent years, Jilin Province made great progress in green manufacturing, but in the planning of the green manufacturing regulations, the government of Jilin Province still needs improvement. In this paper, countermeasures and suggestions are put forward from the aspects of determining the local energy consumption quota and access value, strengthening the compulsion of environmental protection policy, and improving the reward quota of green manufacturing, so as to strengthen the planning and supervision functions of the Jilin government.
