中国区域高新技术产业高质量发展的综合评价分析

An Analysis of the Comprehensive Evaluation of High-Quality Development of High-tech Industry in China

以我国2007—2016年30个省(市、自治区)高新技术产业数据为样本,运用“拉开档次法”对各地的高新技术产业高质量发展水平进行综合评价分析,研究发现,2007—2016年,我国30个省(市、自治区)高新技术产业高质量发展取得了一定的成就,但各地的水平依然存在差异;高新技术产业高质量发展水平与经济发展水平存在正向相关关系;高新技术产业创新能力是影响区域经济高质量发展的主要因素。为此,各区域要通过增强高新技术产业的创新驱动力来助力产业转型升级,从而推动区域高新技术产业高质量发展;政府应该将区域高新技术产业的发展效率放在重要位置,而不是一味地通过增加财政支出来提升区域高新技术产业的创新能力;东部、中部、西部地区应根据各自高新技术产业高质量发展中存在的问题采取不同的发展路径。

Based on the data of high-tech industries in 30 provinces(municipalities and autonomous regions) in China from 2007 to 2016, this paper uses the "open-grade method" to conduct a comprehensive evaluation and analysis of high quality development of these high-tech industries. The results are as follows: Firstly, from 2007 to 2016, the high quality development of high-tech industries in 30 provinces(municipalities and autonomous regions) in China has achieved certain achievements. However, there are still differences in the level of each region. Secondly, there is a positive correlation between high quality development level and economic development level of high and new technology industries. Thirdly, the innovation ability of high-tech industry is the main factor that affects the high quality development of regional economy. Therefore, transformation and upgrading of regional high-tech industry should be promoted by strengthening the innovative driving force of regional high-tech industry, so as to promote the high-quality development of regional high-tech industry. Government should place development efficiency of regional high-tech industries in an important position, instead of blindly increasing fiscal expenditure to enhance the innovation ability of regional high-tech industries. East regions, central regions and western regions should adopt different development paths according to problems existing in the high quality development of high-tech industries in various regions.
