摘要
对施工班组作业安全管理改进展开分析和研究,以提高现场班组安全管控水平。调查分析表明:班组作业过程中的隐患识别还不够全面,HSE管理的形式和内容不够统一,相应的措施有效但效果不显著。为此,提出安全管理理念与作业实践观念融合的观点,并从"作业团队、作业任务、作业技术、作业环境、作业文化"的集成与和谐统一出发,正确调整项目组织与作业团队及班组成员之间的利益关系,尤其是发挥好"运筹性因素"的作用,即通过作业安全隐患识别与排查,厘清项目作业进度风险、技术质量风险、安全风险、成本风险等,采取有效措施加以管控。通过班组安全管理案例分析,进一步丰富了班组安全管理理论和实践。
This paper discusses the improvement of operation safety management of construction team,so as to improve the safety management and control level of site team.The investigation and analysis show that there are the following problems in the process of team operation at present,the identification of hidden dangers is not comprehensive enough,the form and content of HSE management are not unified enough,the effectiveness rate of corresponding measures is not high,and the emphasis on form is more than content in management.For solving these problems,this paper puts forward the view of integrating safety management concept with operation practice,and from the integration and harmonious unity of"operation team,operation task,operation technology,operation environment and operation culture",correctly adjust the interest relationship between project organization and operation team and team members,especially play the role of"operational factors".That is,through the identification and investigation of potential operational safety hazards,the project schedule risk,technical quality risk,safety risk and cost risk shall be clarified,and effective measures shall be taken for controlling the risks.Through the case analysis of team safety management,the theory and practice of team safety management are further enriched.
