基于供需协同的农村体育公共服务多元供给框架研究

Collaborative Supply Mode of Rural Sports Public Service Matching Supply and Demand

基于供需协同的视角,分析农村体育公共服务供需两端特征,得出农村体育需求侧存在非经济、低消费、层次化、分散化、多元化、弱传达、边缘化和排斥化等特征。在供给侧,农村体育公共服务存在较强的"制度外"供给,"制度内"的多头供给、同一化供给等特征。在供需协同中,存在供给内容总量与质量严重不足,供给同一与需求多元错配,当前较为突出的一元化供给带来的财力支持欠缺引致供给乏力等问题。任何单一的供给方式都无法很好地满足农民基本的体育公共服务需求,基于此提出了农村供需协同的多元供给模式。这一模式强调,以农村体育需求为逻辑起点,供需互动,尊重并致力于满足农民多样体育需求,在供给侧集政府、市场、社会和农民个体等主体协同供给,明确了政府的"掌舵",市场的适度参与,社会与志愿供给的重视与扶持,农民自主供给的引导与发动的基本定位,并提出建立必要的农民体育需求传达机制、多元主体的合作机制、竞争机制和制衡机制4大确保协同供给推进的运行保障机制,旨在为解决当前农村体育公共服务供需错配、效率低下问题提供建议。

Based on the theory of supply and demand,the features of supply and demand of rural public sports service was discussed,finding the problems in the "demand side" of rural sports such as non-economic,low consumption,hierarchical,decentralized,pluralistic,weak to convey,and so on. In the "supply-side",rural sports public services tend to possess the characteristics of " outside the system supply",the total supply quantity and quality is not enough,the financial services are also in short supply. Rural sports public service has a long shortage of supply and demand,supply and demand mismatch,single supply and other problems. Any single supply mode cannot well meet the farmers’ basic need of public sports service. based on this situation,the multivariate supply system of rural cooperative supply and demand was put forward,and this mechanism of rural sports stresses the logical starting point of sports demand in rural areas,integrating the supply from the "government,market,social,individual farmers" and other bodies under the government’s regulation. moderate market participation and support of social and volunteer supply are also advocated,it also proposed the establishment of the necessary four systems:the convey mechanism for farmer sports demands,the multi-subject cooperation mechanism,the competition mechanism,and the mechanism of balance mechanism to guarantee mechanism supplying propulsion. The purpose is to provide suggestions for solving the current problems of mismatch between supply and demand and inefficiency of rural sports public services.
