我国体育社会组织准入制度的内在逻辑和改革取向

Internal Logic and Reform Orientation of Sports Social Organization Admission System in China

体育社会组织快速发展,是我国体育事业不可缺少的重要组成部分,而体育社会组织准入是体育社会组织合法身份的伊始。运用制度变迁理论、多源流理论和马克斯·韦伯的组织管理理论,剖析了我国体育社会组织准入制度变迁的内在逻辑,表现为双重许可登记准入制是监护型控制的顶层设计,备案制是地方政府的创新实践,直接登记准入制是简化程序,拓宽渠道,重点培育,优先发展。在此基础上提出体育社会组织的准入应向"控制型""规范型""发展型"3种战略方向发展,转变控制本位,形成发展本位服务理念。同时,简化准入程序,拓宽准入渠道,加快体育类社会组织专项登记管理制度的修订和完善,制定体育组织专项化准入标准。并建立监管机制,形成前期准入与后期监管并重的综合体系。

The rapid development of sports social organizations is an indispensable part of sports industry in China,and the participation of sports social organizations is the beginning of the legal identity of sports social organizations. Using the theory of institutional change,multi-source theory and Max Weber’s organizational management theory,this paper analyzed the internal logic of the change of the social organization access system in China. It showed that the dual-license registration access system is the top-level design of the guardian control,and the filing system is the place. The government’s innovative practice,direct registration and entry system is to simplify the process,broaden the channels,focus on cultivation,and prioritize development. On this basis,it is proposed that the access of sports social organizations should be developed in the three strategic directions of"control type","normative type"and"development type",and change the control standard to form a development-oriented service concept. At the same time,it will simplify the access procedures,broaden the access channels,speed up the revision and improvement of the special registration management system for sports social organizations,and formulate the standards for the specialization of sports organizations. And establish a regulatory mechanism to form a comprehensive system with equal emphasis on early access and later supervision.
