"一带一路"建设本质上是一种全方位、多层次、复合型的国际合作。共同利益和身份认同是影响国际合作的两个核心变量,二者的共振决定国际合作的实现程度。沿线国际环境的不确定性,导致"一带一路"建设面临脆弱性和低效性的困扰。当前,"一带一路"建设正由"大写意"阶段向"工笔画"阶段转变。"大写意"阶段,共同利益与身份认同出现了失衡。"工笔画"阶段,应以提供物质性公共产品为基础性动力,提供观念性公共产品为引导性动力,着力加强共同利益建构及其制度化,提高身份认同程度及规范的内化,实现共同利益与身份认同的均衡发展和"一带一路"建设的收益—责任的平衡,推动"一带一路"建设走向深入,取得实效。

Construction of the Belt and Road is essentially an all-round,multi-level and complex international cooperation.Common interests and identity are the two core variables affecting international cooperation.The resonance of the two determines the degree of international cooperation.The uncertainty of the international environment along the route has caused construction of the Belt and Road to face the fragility and inefficiency.The article attempts to establish a theoretical framework for common interests,identity and international cooperation.At present,the construction of the Belt and Road is shifting from the stage of"freehand brushwork"to the stage of"fine brushwork".The stage of"freehand brushwork",the common interests and identity have appeared imbalance.The stage of"fine brushwork",it should be based on the provision of material public goods,providing conceptual public goods as the guiding force.Efforts will be made to strengthen the construction of common interests and its institutionalization,and to improve the degree of identity and internalization of regulations.To achieve a balanced development of common interests and identities,and the balance of benefits and responsibilities of the Belt and Road construction.Promoting the construction of the Belt and Road to go deeper.
