县市国土空间总体规划位于“五级”规划体系的实施层,主要任务是对上级国土空间规划的要求进行细化和落实;县级空间单元又是“三类”空间规划的集中地,国土空间总体规划对专项规划具有指导和约束作用,也是详细规划编制的法定依据。县市国土空间总体规划编制的核心任务是“构建全域空间格局、优化空间要素配置”,因此在规划编制的过程中,不仅需要理解和把握各个工作环节的技术思路,还需要贯彻当前规划理念的转变。
