国土空间规划体系中开发区规划管理定位研究——以新疆昌吉州为例

Research on the Planning and Management of Development Zone in National Territorial Spatial Planning System:A Case Study of Changji Hui Autonomous Prefecture

改革开放四十年以来,各级各类开发区成为国家经济发展的排头兵,制度创新的探路者。在原城乡规划和土地利用规划体系中,开发区探索建立了“总体规划—详细规划”两级规划编制和管理体系。在“多规合一”新时代,开发区规划体系面临重构,以便融入“五级三类”国土空间规划体系。本文梳理了开发区规划管理的演进历程,基于国土空间规划体系,为开发区构建了新的两级规划体系,即“专项规划—详细规划”。最后以新疆维吾尔自治区昌吉州为例,介绍了如何在市县级国土空间总体规划中应用新的开发区规划体系。

Since 40 years of the reform and opening-up,the development zones have been playing important roles in economic development and system innovation.Based on the old system of Urban and Rural Planning and Land Use Planning,the development zone has established a two-level planning system of master planning and detailed planning.In a new era of"multiple-plan integration",development zone planning must be rebuilt in order to be integrated into the national territorial spatial planning system.This paper reviews the evolution course of development zone planning and rebulids a new two-level planning system of special planning and detailed planning for the development zones.With a case study of changji hui autonomous prefecture,this paper demonstrates the way of applying the new two-level planning system in the national territorial spatial planning at city and county level.
