新时代中国国际战略：以“命运共同体”论述为重点的解读

China’s International Strategy in the New Era:An Interpretation of “A Community of Shared Future”

本文采用文本-语境分析方法,以习近平总书记关于“命运共同体”的论述文本为依据,在类型学的基础上展开梳理和分析,力图对“命运共同体”论述的发生与发展及其现实语境进行研究,进而对其实质内涵、实践意义及其战略指向进行探:讨,并以此理解新时代条件下的中国国际战略思想和战略布局,概括其特征及其之于中国和世界的意义。有关命运共同体的论述可分为全球命运共同体、地区命运共同体与国家命运共同体三个层面,不同层面的命运共同体论述又有不同的逻辑起点和侧重点,其构建既同时推进又相互联动,构成有机和完整的命运共同体体系.中国在推动构建命运共同体方面,既倡导群策群力,又主动亲历亲为,而且对某些特定的双边关系有着相当的期许通过构建亲缘型命运共同体、地缘型命运共同体和义缘型命运共同体,中国着力编织三层国际战略网络,使得新时代的中国国际战略布局逐渐成型,而这一国际战略则又具有包容性、务实性、模糊性的特征。从新时代中国国际战略的布局来看,关于命运共同体的策略选择已基本完成;从既有研究文献的解读来看,关于命运共同体的价值建构仍显不足,有待学界更进一步的努力.

Using text-context analysis methods, this article conducts a typological analysis of President Xi Jinping’s discourse on “a community of shared future.” It aims to understand the emergence, evolution, and the actual context of this concept so as to unpack its meaning, practical significance, and strategic orientation. This allows us to understand China’s international strategic thinking and strategic planning, and identify the strategy’s features and its domestic and international significance. This paper believes that the community of shared future can be dissected into three levels - the global, regional, and national levels respectively — where while each community has a different logic and emphasis, all of them complement and interact with each other to produce a complete and organic whole. In the construction of the community of shared future, China relies on both collective efforts and its own initiatives, and particularly expects cooperation from a certain set of bilateral relations. As China constructs a three-tier network of communities of shared future consisting of those based on kinship, geography and principles, it has gradually developed a new international strategy that is inclusive and practical, and free from simplistic either- or thinking. While China has decided on the particular strategies to build up the community, there is still insufficient research on how to interpret it, and this paper seeks to fill this gap.
