摘要
高等院校是我国开展基础性研究和知识创新、技术创新的主要领域,其除了需要营造一个积极向上、宽容奋进的学术氛围外,还需要制定鼓励创新、合理公正的科研绩效评价体系。当下,我国高校的科研绩效评价制度处于探索与发展阶段,在难以量化的人文社会学科领域,如何做好科研绩效评价工作,是“双一流”建设背景下高校科研管理部门必须面对的重要问题。通过对美国加州大学洛杉矶分校人文社会科学的科研绩效评价模式的比较分析,以便在评价机构、评价目的、评价标准和评价程序等方面借鉴经验,从而合理运用同行学术评议等方式来改进和完善我国高校的科研绩效评价体系,推动我国高校人文社会学科的科研水平提升。
Colleges are the main areas for basic research,knowledge innovation,and technological innovation in China.In addition to creating a positive,tolerant and progressive academic atmosphere,colleges also need to develop a rational and fair scientific research performance evaluation system that encourages innovation.At present,the scientific research performance evaluation system of China’s colleges is at the stage of exploration and development.In the field of humanities and social sciences that is difficult to quantify,how to do a good job of scientific research performance evaluation is an important issue faced by the scientific research management department of colleges in the context of"double first-class"construction.Through a comparative analysis of the research performance evaluation model of the humanities and social sciences of UCLA,it is intended to learn from the experience in evaluation institutions,evaluation purposes,evaluation standards and evaluation procedures,reasonably use peer academic review and other methods to improve the scientific research performance evaluation system of China’s colleges,and promote the improvement of the scientific research level of humanities and social sciences in China’s colleges.
