新时期湖北深化供给侧改革的对策研究

Research on the Countermeasures of Deepening Supply-side Reform in Hubei in the New Era

近年来,中国经济发展开始进入速度换档、结构调整、动力转换的新常态。制约我国经济发展的主要问题是结构性的,且矛盾的主要方面在供给侧。在这一背景下,以习近平同志为核心的党中央作出了推进供给侧结构性改革的重大决策。湖北围绕推动落实“1+5”配套供给侧改革方案,在五大重点任务上取得了初步成效,在提升经济运行的质量与效益上都取得了阶段性进展。但同时也面临着改革推进力度减弱、“三去一降一补”仍有待提升,实体经济发展困难仍需突破、自主创新能力仍有待提升、配套政策体系仍有待完善等问题。因此,新时期湖北推进供给侧结构性改革必须充分认清时代背景和发展趋势,切实明确主攻方向和根本途径,进一步抓好“三去一降一补”,持续增强微观主体活力,振兴实体经济,畅通国民经济循环,这是实现经济持续健康发展的必由之路。

In recent years,China's economic development has begun to enter the new normal of speed shifting,structural adjustment,and power conversion.The main problems restricting China's economic development are structural,and the main aspect of contradictions is on the supply side.In this context,the Party Central Committee with Comrade Xi Jinping at its core has made major decisions to advance supply-side structural reforms.Hubei has made initial achievements in five major tasks around promoting the implementation of the"1+5"supporting supply-side reform plan,and has made periodic progress in improving the quality and efficiency of economic operations.However,at the same time,it is also facing problems,for example,the reform promotion is weakened,the"capacity reduction,de-stocking,deleveraging,cost reduction and improving underdeveloped areas"that still need to be improved,the difficulty of real economic development needs to be broken through,the independent innovation capability still needs to be improved,and the supporting policy system still needs to be improved.Therefore,to promote the supply-side structural reform in Hubei in the new era,it is necessary to fully recognize the background and development trend of the era,clearly define the main directions and fundamental approaches,further improve the"capacity reduction,de-stocking,deleveraging,cost reduction and improving underdeveloped areas",continue to enhance the vitality of micro-subjects,revitalize the real economy,smooth the circulation of the national economy,which is the only way to achieve sustainable and healthy economic development.
