新型城镇化背景下我国的城市规划及其社会转型

Urban Planning and Its Social Transformation in China under the Background of the New Urbanization

我国的城市规划过于侧重物质层面,已经诱发诸多社会问题。在新型城镇化背景下,应加强城市的社会规划。从国外城市规划转型的经验看,主要包括以下几个方面:一是通过包容性的空间规划促进广泛的社会融合;二是促进城市公共空间资源配置的公平正义;三是加强城市规划中的社会参与;四是推动城市规划学科和规划教育的人文化。从我国城市发展的现状出发,需要控制高档小区、封闭式小区的建设,加大以公租房为主的社会住宅建设,促进不同阶层、群体的“混合居住”。注重社区公共交往空间设计,满足社会弱势群体的空间需求。保障和推动市民积极参与城市规划和决策。最后,以新型城镇化为契机,加强城市社会规划的教育体系建设。

Urban planning in China emphasized the material aspect so much that it has caused many social problems.Under the background of the new urbanization,social planning of cities should be strengthened.According to the overseas experience of urban planning transformation,the following aspects should be included.First,promoting extensive social integration through inclusive spatial planning.Second,promoting fairness and justice on the allocation of the city's public space resource.Third,strengthening social participation on urban planning.Last but not least,advancing the elements of humanity in urban planning subject and planning education.Based on the current state of city development in China,the construction of high-grade community and gated-community should be restricted,while the construction of social housing,especially public housing,should be encouraged to boost the mixed-habitation of different classes and groups.In order to meet the demand of socially vulnerable groups,the design of public communication space in communities should be emphasized.Citizens'participation of urban planning and decision-making should be guaranteed and promoted.It is also crucial to take the opportunity of new urbanization and improve the construction of educational system of urban social planning.
