关于城市轨道交通规划设计前期研究工作的探讨

Exploration on the Preliminary Research of Urban Rail Transit Planning and Design

本文基于最新的政策法规,针对城市轨道交通线网规划、建设规划、工程可行性研究3个阶段,总结、提炼前期研究工作的主要内容,并结合实践详细介绍了城市轨道交通规划设计前期申报审批的工作流程及注意事项。笔者通过对比81号文、49号文、52号文之间的差异,对最新的52号文进行了深入的解读。希望本文能为即将启动城市轨道交通项目的城市提供参考,促进城市轨道交通规划设计前期研究工作规范、有序地开展。

Based on the latest policies and regulations and aiming at three phases of urban rail transit network,namely planning,construction planning and engineering feasibility research,this paper summarizes and refines the main contents of the preliminary work.Combined with the working practice,it introduces the work process and consideration in the preliminary declaration and approval of urban rail transit planning and design in details.By comparing the differences between Document No.81,Document No.49 and Document No.52,it profoundly explains the latest Document No.52.This paper is expected to be able to provide preferences for cities that are going to launch urban rail transit projects as well as promote the normative and orderly development of the preliminary work in the urban rail transit planning and design.
