新时期市级公安机关在深化“放管服”改革中的实践与思考

Practice and Consideration of the Municipal Public Security Organs in Deepening the Reform of “Depositing Control Clothing” in the New Period

随着“放管服”改革脚步不断加快,力度不断加大,层次不断深入,作为政府重要组成部门的公安机关需进一步主动寻求改革嬗变。特别是市级公安机关,面临着思想认识的转变进程有待加快,权力运行的法治保障有待加强,部门联动的机制设置有待健全,网络数据的共享应用有待强化,权力下放的落地实效有待检验,事项审批的标准规范有待完善等问题。为此,需在机构设置、队伍建设、清单编制、事项授权、网上服务、自助服务、综合执法、事后监管等方面予以进一步完善,主动推动审批服务模式大变革、队伍作风形象大转变。

As the pace of reform of“putting on the management service”is quickening,the intensity is increasing and the level is deepening,the public security organ as an important part of the government needs to actively seek reform transmutation.Municipal public security organs,in particular,are facing a process of change in their ideological understanding,the rule of law for power operations needs to be strengthened,the mechanism for linking departments needs to be improved,the sharing and application of network data needs to be strengthened,and the effectiveness of decentralization needs to be tested.Issues such as standards and specifications for the examination and approval of matters need to be improved.To this end,it is necessary to further improve the establishment of institutions,team building,inventory preparation,item authorization,online services,self-service,comprehensive law enforcement,and post-facto supervision,and actively promote the transformation of the examination and approval service model and the transformation of the image of the team style.
