农村贫困老年人精准脱贫的现状、问题与对策——以安徽省六安市为例

Current Situation, Problems and Countermeasures of Precise Poverty Alleviation in Rural Poor Old People—A Case Study of Lu’an City in Anhui Province

作为贫困人口占全省1/7的安徽省六安市面临着艰巨的脱贫攻坚任务。六安市贫困老年人占全市贫困人口的比例接近40%,且农村贫困老年人的贫困问题更为严重。在目前我国已经进入老龄化社会,并以每年3%速度增长的背景下,针对农村贫困老年人的精准扶贫就具有了特殊而重要的意义。近年来,六安市针对农村贫困老年人实施了包括健康扶贫在内的一系列扶贫措施,取得了良好的扶贫效果,但在精准扶贫措施上依然存在着不小的提升空间。课题组在广泛调研和深入分析后认为,采取细化健康扶贫条款、设立针对性的产业扶贫项目、发展适合贫困老年人的电商扶贫项目、推广“家风+扶贫”模式等措施,来增强农村贫困老年人扶贫政策的精准性。

As the number of poor people accounts for more than 1/7 of the province,Lu’an is faced with arduous task of poverty alleviation.Because the proportion of poor people in poverty is close to 40%,the poverty of the elderly in rural areas is more serious.At present,China has entered the aging society,with the speed of more than 3%per year,the precision of poverty alleviation for the rural poor people has a special and important significance.In recent years,Lu’an has implemented a series of poverty alleviation measures including the health poverty alleviation for the poor elderly in rural areas,and good results have been achieved in the poverty alleviation.However,there is still room for improvement in the concept and measures of precision poverty alleviation.After the extensive investigation and in-depth analysis,it is believed that it is necessary to refine the provision of health poverty alleviation,set up targeted industrial poverty alleviation projects,develop the poverty alleviation projects suitable for the elderly,and give full play to the traditional Chinese virtues to promote the“family virtue plus poverty alleviation”and so on to enhance the precision of poverty alleviation policies for the elderly in rural areas.
