“元治理”视角下易地扶贫搬迁安置社区治理的现状和路径：一个实地研究

A Field Study on the Present Situation and Path of Governance of Resettlement Communities for the Poor Group from the Perspective of Metagovernance

在中国脱贫攻坚和乡村振兴进程中,易地扶贫搬迁安置社区的治理是需要引起政界和学界关注的一个问题。通过对某易地扶贫搬迁安置社区的实地调研,分析当下中国易地扶贫搬迁安置社区的治理现状。基于“元治理”的理论视角,提出有关易地扶贫搬迁安置社区治理路径的思考,认为党和政府作为“元治理者”在社区内应当充分发挥其“治理校准”等功能,并组织社区内的市场和居民自组织等治理主体共同参与到社区的治理之中,实现易地扶贫搬迁安置社区的有效治理和健康发展。

In the process of China’s poverty alleviation and rural revitalization,the governance of the relocation and resettlement communities is the problem that requires the attention of the political and academic circles.Based on the field investigation of a relocation community,the current governance situation of the relocation community was analyzed in China.Based on the theoretical perspective of“meta-governance”,some thoughts were put forward on the community governance path of relocation and resettlement for the poverty alleviation.It holds that the Party and the government should act as“meta-administrators”and give full play to their functions of“governance calibration”in the community,and organize the market and self-organization of citizens in the community to jointly participate in the governance of the community,so as to realize the effective governance and healthy development in the relocation and resettlement of poverty alleviation.
