摘要
党的十九大提出了倡导创新文化,强化知识产权创造、保护、运用的更高要求,知识产权强国战略业已上升为重要的国家战略并在实施中不断拓展深化。现阶段我国应针对知识产权创造、运用、保护、管理、服务等方面存在的突出问题,积极施策,切实改进。针对高质量知识产权偏少的问题,完善知识产权法律体系,加大保护力度;针对知识产权保护中维权难、地方保护主义盛行等问题,多措并举,促进高质量知识产权的创造与运用;针对知识产权管理、运用问题,大力构建现代化知识产权治理体系,提高管理效能;针对知识产权基础环境差、服务滞后的问题,加强专业人才队伍、行业标准化和文化建设,改善营商环境;针对知识产权国际事务中存在的问题,采取更加主动的国际化发展策略,提高国际竞争力。
The 19th National Congress of the Communist Party of China put forward higher requirements for strengthening the creation,protection and application of intellectual property rights.The strategy of strengthening intellectual property rights has risen to become an important national strategy and has been continuously deepened in its implementation.Presently,China should take active measures to solve the problems in the creation,application,protection,management,service and other aspects of intellectual property rights.1)In response to the problem of less high-quality intellectual property rights,the legal system of intellectual property rights and the protection should be improved and strengthened;2)Inresponse to the difficulties in safeguarding rights and the prevalence of local protectionism in the protection,the creative application of high-quality intellectual property rights should be promoted;3)In view of the problems in the management and application,a modern intellectual property governance system should be built and the management efficiency is to be improved;4)In view of the poor basic environment and lagging service,strengthen the professional talent team,industry standardization and cultural construction and improve the business environment;5)In view of the problems existing in international affairs of intellectual property,we should take a more active international development strategy to improve international competitiveness.
