我国智慧医疗发展中数据智能的伦理问题及其适应性治理

Ethical Issues and Adaptive Governance of Data Intelligence in the Development of Smart Medicine in China

现阶段,中国正处于智慧医疗的探索时期,数据智能的发展有助于实现医疗资源的优化配置,助力智慧医疗的发展。医疗领域的数据智能发展近来受到科技哲学和伦理学相关学者的关注,可能会创造科学范式的根本性转变。以往,科技发展中伦理学的研究都伴随其后,智慧医疗在中国科研和应用领域如火如荼展开,涉及的伦理问题研究值得重视。从中国智慧医疗中数据智能的应用现状出发,引出智慧医疗数据智能的一体两面,并探讨了公平与正义、权责统一与知情同意、无害与信任、透明公开与开放共享等伦理问题。最后,提倡在无法预设理想治理形态的情况下,根据环境变化而提出基于智慧医疗数据智能的一系列适应性治理方案。

At present, China is in the exploration period of intelligent medical treatment. The development of data intelligence is conducive to the optimal allocation of medical resources and the development of intelligent medical treatment. Recently, the development of data intelligence in medical field has been concerned by the scholars of philosophy of science and ethics, which may create a fundamental change of scientific paradigm. In the past, the research of ethics in the development of science and technology has been followed. Intelligent medicine has been in full swing in the field of scientific research and application in China, and the research of ethical issues involved deserves attention.Based on the current application of data intelligence in China’s smart healthcare, this paper introduced two aspects of smart medicine data intelligence, and discussed ethical issues such as fairness and justice, unity of rights and responsibilities and informed consent, harmlessness and trust, transparency and open sharing.Finally, this paper proposed a series of adaptive governance schemes based on intelligent medical data intelligence according to environmental changes when the ideal governance form cannot be preset.
