农业综合执法改革背景下推进动物防疫监督执法工作的思考

Thoughts on Pushing Forward Supervision and Law Enforcement of Animal Disease Prevention under Agricultural Comprehensive Execution Reform

推进实施农业综合行政执法改革是党中央在新时期部署的一项重要任务,为科学指导改革落实到位,中央印发了《关于深化农业综合行政执法改革的指导意见》,但有的地方在推进农业综合执法改革过程中出现了一些偏差。本文主要阐述了地方在推进农业综合执法改革中出现的职能切分、人员调配失当、动物检疫工作未予部署等偏差,分析了执行偏差带来的衔接不畅、效率不高等问题,并就农业综合行政执法改革大背景下,强化动物防疫监督管理执法工作提出了意见建议,重点强调了确保动物防疫监督检查和执法工作的衔接,加快相关法律法规的制修订,优化动物检疫等行政许可活动管理,强化农业农村主管部门能力建设等关键举措。

One of the major tasks deployed by the Central Committee of the Communist Party of China(CCCPC)was to push forward the agricultural comprehensive administrative law enforcement reform in a new era.In order to scientifically guide the implementation of the reform,Guidance on Deepening the Reform of Agricultural Comprehensive Administrative Law Enforcement was printed and issued by the central government,however,some deviations appeared during the process in some regions,including improper division of functions,inappropriate allocation of personnel,lack of arrangement for animal disease prevention,etc.Then some questions brought by the deviations were also analyzed,such as poor cooperation among different departments and low work efficiency,and some suggestions were put forward for strengthening supervision and law enforcement against animal disease prevention under the background of the reform,especially several key measures,such as,strengthening the connection between supervision and inspection against animal disease prevention and law enforcement,formulating and amending relevant laws and regulations as soon as possible,optimizing the management for animal quarantine and other administrative licensing items,enhancing the capacity of agricultural and rural authorities,etc.
