渤海海洋倾废对辽宁海洋经济的主要影响

The Influence of Dumping Garbage into the Bohai Sea on the Marine Economy of Liaoning Province

海洋是生命之源,陆地是生命之本,中国是海洋大国,海洋对其更为重要。近年来,人们向渤海排放废弃物现象日益频繁而严重,这远远超出渤海海洋自身净化能力,导致渤海生态环境污染日益严重,海洋生态平衡面临严重威胁,从而阻碍了环渤海的山东省、河北省、辽宁省和天津三省一市海洋经济的可持续发展。目前中国海洋倾废的立法发展缓慢、渤海海洋倾废的执法不力、监管失位、收费标准滞后和法律法规不完善,因此,环渤海三省一市应积极推进海洋生态文明教育,加快渤海海洋生态文明建设;紧跟海洋科学与经济可持续发展,加快完善海洋倾废立法进程;明确海洋倾废执法管理主体,加大海洋管理部门的监管力度;完善海洋倾废收费制度,加强各省市相关部门之间的统一协作,更好地促进辽宁海洋经济的可持续发展。

The sea is the source of life like the land.In recent years,the phenomenon of people discharging wastes to the ocean has been increasingly frequently happening,which has been far beyond the self-purification ability of the sea.Marine environmental pollution is increasingly serious and marine ecology is confronted with serious threats.Such a bad phenomenon is hindering the development of marine economy.This paper makes a discussion on the legislative development of dumping garbage into the sea and the current situation of dumping garbage into the Bohai sea,and introduces problems existing in dumping garbage into the sea,such as lacking of supervision,formulating the charging system lagged behind,lacking of complete laws and regulations,etc.On such a basis,this paper also make suggestions against dumping garbage intro the sea so as to promote the marine economy of Liaoning Province in a better way.
