摘要
中国特色社会主义新时代主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。反映到教育上,就是人民日益增长的优质教育资源需求和当前优质教育资源发展不平衡及总量不足之间的矛盾。当前,人民日益增长的公平而有质量的教育需求和教师配置不均衡以及优秀教师总量不足也是这一矛盾的具体表现。而合理有序的教师流动是化解这一矛盾的重要手段和途径。由于政府、学校和教师方面的某些原因,不少经济发展落后的地方教师流动依然存在现实困境,并制约了我国义务教育优质均衡发展。新时代需要政府、学校和教师齐心协力,积极推进中小学教师合理有序流动,更好地实现"办好每一所学校,教好每一个学生,成就每一位教师"。
The major contradictionsof socialism with Chinese characteristicsin the new erahas been changedfrom unbalanced and inadequate development into people’s ever-growing needs for a better life.When it comes to education,it is the contradiction between people’s increasing demand for high-quality education resources and the unbalanced development and insufficiency of high-quality education resources.At present,people’s increasing demand for fair and quality education is not balanced with the allocation of teachers and the shortage of outstanding teachers.Reasonable and orderly mobility of teachers isthusan important approach to resolve this contradiction.Considering the government,schools and teachers,there are still some practical difficulties in teacher mobility in many underdeveloped and backward areas,which restricts quality and balanced development of compulsory education in China.We need to concert efforts from the government,schools and teachers,and actively promote the appropriate and orderly mobility of school teachers,so as to better realize successes for"every school,each studentand all teachers".
