超大城市治理公众参与演变历程与现状分析——基于国内外比较的视角

Research on the Evolution Process and Current Status of Public Participation in the Governance of Mega-cities in China

超大城市有限的城市公共供给能力与日益增长的公众权力需求和利益诉求相矛盾,导致空气污染、交通堵塞等一系列城市问题,亟需由单一管理模式转向多元治理模式,为公众提供合理诉求渠道,听取公众意见,从而实现十九大报告中所提出的超大城市决策有效化、治理精细化目标。通过分析城市治理公众参与的演变历程,论证公众参与的必要性,分析我国超大城市治理公众参与的发展现状,剖析现存的个体参与及组织化发展不足、制度保障措施较模糊等存在问题,并提出相应的对策建议。

The limited urban public supply capacity of mega-cities conflicts with the increasing public power demand and interest demand,which leads to a series of urban problems such as air pollution and traffic jams.Mega-cities urgently need to change from a single management model to a multiple governance model,so as to provide the public with reasonable appealing channels and listen to public opinions,so as to achieve the goal of effective decision-making and refined governance of mega-cities proposed in the report of the 19th National Congress of the CPC.This paper analyzes the evolution of public participation in urban governance,demonstrates the necessity of public participation,analyzes the current situation of the development of public participation in urban governance in China,and explicitly specifies the existing problems such as insufficient individual participation and inadequate organization,obscure system guarantee measures,and puts forward corresponding countermeasures and suggestions.
