环保组织参与垃圾治理路径研究——以广州矿产协会为例

Research on the Path of the Environment Protection Organization Participating in the Waste Management

近年来,“垃圾围城”逐渐成为困扰城市发展的因素,需整合政府、企业、社会之力,利用信息、技术等资源寻找破解之道。随着社会环保意识的增强和社会组织的快速发展,环保社会组织逐渐成为垃圾治理的重要力量之一。广州城市矿产协会作为全国第一个以城市命名的产业平台,充分挖掘城市垃圾这一资源,通过产业带动推动垃圾治理变革,并致力于垃圾分类教育和社会动员,积极开展技术变革和分类试点,探索了一条社会组织参与垃圾治理的路径。由于组织自身的依附性,目前面临独立性不足、资源缺乏、协会会员参与度低、拓展困难等问题,协会需进一步增强共识,实现会员的优势互补和社会力量的充分整合,打造成为有使命感的资源整合平台,建构绿色循环的垃圾治理模式。

In recent years,"garbage siege"has gradually become a factor that perplexes urban development.Therefore,the government,enterprises and the general public should be integrated to make good use of information,technology and other resources to find solutions.With the enhancement of public awareness of environmental protection and the rapid development of social organizations,social organizations have become one of the important forces in waste management.As the first industrial platform named after a city in China,Guangzhou Urban Mineral Association fully excavates the resources of urban garbage and promotes the reform of garbage management by industrial driving.Guangzhou Urban Mineral Association is committed to the education of waste classification and social mobilization,actively carries out technological change and classification pilots,and the association also tries to explore a path for social organizations to participate in waste management.Since the organization's own attached units also face problems such as the shortage of independence,the lack of resources,low participation of association members and the difficulty of expansion,the association should strengthen consensus,realize the complementary advantages of its members and full integration of social forces,establish itself as a resource integration platform with sense of mission,construct green recyclable waste management mode.
