多厂站集控模式下的事故应急处置探究

Study on the Accident Emergency Response under Multiple-station Centralized Control Mode

集控中心主要负责各受控厂站的运行监视、优化调度和事故处理等工作,其中事故处理是集控中心的重点工作。本文结合大唐广西分公司集控中心实际情况,分析了该集控中心投运初期事故应急处置存在的问题,然后从人员、制度、技术及管理等层面入手,建立了一套适合该集控中心的事故应急处置机制。该集控中心的实际运行情况充分证明了所建立的事故应急处理机制是切实可行的,满足集控中心事故应急处置能力需求,既保证了受控厂站的安全稳定运行,又提高了集控中心运行人员的事故应急处置能力。

Centralized control center are mainly responsible for the operation&monitoring,the optimized dispatching and the accident treatment and so on,among which the accident treatment is the important work of the centralized control center.Combined with the reality in the centralized control center of Datang Guangxi Branch Company,problems in the accident emergency response during the initial operation stage of the centralized control center are analyzed.A set of mechanisms for accident emergency response suitable to the centralized control center are established from aspects of personnel,system,technology and management.The actual operation of the centralized control center fully proves that the established mechanisms for accident emergency response are practical.These mechanisms not only guarantees the secure and stable operation of plants and stations being controlled,but also improve the personnel’s ability of accident emergency response in the centralized control center.
