谈企业危险废物污染防治责任制度建设

Discussion on the construction of the responsibility system of preventing and controlling hazardous waste pollution in enterprises

完整健全、行之有效的危险废物污染防治责任制度是企业做好危废管理工作的前提和基础,可帮助企业规避法律风险,提高管理效率;同时也是危险废物规范化管理考核的硬性指标。然而,目前多数企业的危险废物污染防治责任制度流于形式,制度内容条理不清、层次不明,多为原则性表述,且未提及责任划分,整个制度形同虚设,未起到实质作用。本文从企业实际情况出发,对危险废物污染防治责任制度的建设要求、建设思路以及建设结构提出建议,为企业危险废物污染防治责任制度的建设提供参考和借鉴。

A complete and effective responsibility system for the prevention and control of hazardous waste pollution is the premise and basis for enterprises to do a good job in hazardous waste management,which can help enterprises avoid legal risks and improve management efficiency.At the same time,it is also a hard index for standardized management assessment of hazardous waste.However,at present,the responsibility system of hazardous waste pollution prevention and control in most enterprises is formalistic,with unclear contents.Most of them are expressed in principle,and no responsibility division is mentioned.Therefore,the whole system is meaningless and does not play a substantive role.Based on the actual situation of enterprises,this paper puts forward suggestions on the construction requirements,construction ideas and construction structure of the responsibility system for the prevention and control of hazardous waste pollution,so as to provide references for the construction of the responsibility system for the prevention and control of hazardous waste.
