培育壮大农业经营主体 促进林芝市乡村振兴

经营主体是市场经济的基础单元,是增强经济实力和核心竞争力的关键性因素,具有强大的造血功能和巨大的产业、品牌辐射撬动作用,培育发展农业经营主体是激发内生发展驱动力,实现经济高质量发展,推动农牧区经济升级转型的有力举措。西藏林芝平均海拔低,气候温和湿润,地理位置独特,区位优势明显,资源禀赋丰富,生态环境较为脆弱。如何培育壮大农牧区农业经营主体(个体工商户、企业、农牧民专业合作组织,以下简称农业经营主体),提升农牧区内生发展活力,将资源优势、特色优势和区位优势转变为经济发展优势,对助推农牧区经济绿色高质量发展,助力乡村振兴战略影响巨大。本文在林芝市经营主体现状的基础上,分析了农牧区农业经营主体发展与乡村振兴协同推进的现实意义和所面临的问题,提出了发展培育农业经营主体,促进乡村振兴的方向性措施和对策。

Management main body is the basic unit of market economy and is the key factors to strengthen the economic strength and core competitiveness,and has a strong hematopoietic function and a huge industry,brand radiation pry action.To develop agricultural management main body is a driving force stimulating endogenous development to realize the high quality and economic development and economic upgrading transformation of forceful push farmers and herdsmen.Nyingchi prefecture in Tibet has a low average altitude,mild and humid climate,unique geographical location,obvious geographical advantages,rich resource endowment and fragile ecological environment.How to cultivate and strengthen the main body of agricultural management in agricultural and pastoral areas including individual businesses,enterprises,farmer and herdsmen specialized cooperation organization,which hereinafter referred to as the main agricultural management body,and how to promote endogenous development vigors of farmers and herdsmen and how to transform resource advantage,characteristic advantage and location advantage into economic development advantage are very important to promote green and highquality development of economy in agricultural and pastoral areas and to greatly affect the strategy of boosting rural revitalization.Based on the present situation of the main operators in Nyingchi city,this paper analyzes the practical significances and problems of the coordinated promotion of agricultural main operators and rural revitalization in agricultural and pastoral areas,and puts forward the directional measures and countermeasures to develop and cultivate the main agricultural operators and promote rural revitalization.
